of the Synod of Bishops
of the Ukrainian Greek Catholic Church
Rome, September 3-13, 2023

1. To take into account the state of implementation of the decisions of the Synod of Bishops of the UGCC in 2022.
2. To approve the text of the Liturgy of St. Basil the Great with the proposals made and to bless the Service Book for publication.
3. To take into account the report of the General Director of the Department of Justice on the state of justice in the UGCC.
4. To adopt in the first reading with amendments and additions the title “Eparchies and Bishops” of the Code of Canons of the UGCC.
5. To adopt in the first reading with amendments and additions the title “Laity” of the Code of Canons of the UGCC.
6. To adopt in the first reading, with amendments and additions, the title “Association of the Faithful” of the Code of Canons of the UGCC.
7. To adopt in the first reading, with amendments and additions, the title “Evangelization. Missionary Activity of the Church” of the Code of Canons of the UGCC.
8. To adopt in the first reading, with amendments and additions, the title “Ecumenical Activity and Interreligious Dialogue” of the Code of Canons of the UGCC.
9. To adopt in the first reading, with amendments and additions, the title “Baptized non-Catholics who come to full unity with the Catholic Church” of the Code of Canons of the UGCC.
10. To adopt in the first reading with amendments and additions the title “Church Teaching” of the Code of Canons of the UGCC.
11. To adopt in the first reading, with amendments and additions, the title “On the Cult of God and in particular on the Holy Sacraments” of the Code of Canons of the UGCC.
12. To adopt in the first reading with amendments and additions the title “Consecration and Blessing, Holy Places and Times, Cult of the Saints, Vows and Oathes” of the Code of Canons of the UGCC.
13. To adopt in the first reading with amendments and additions the title “Criminal sanctions” of the Code of Canons of the UGCC.
14. To express gratitude to Metropolitan Eugeniusz Popowicz and the working group on the elaboration of the Code of Canons of the UGCC for their conscientious work.
15. To approve the Statutes of the Patriarchal Council of the UGCC.
16. To approve the Rules of Procedure of the Patriarchal Council of the UGCC.
17. To approve the amendments to Art. 3 and 13 of the Protopresbyter Rulebook.
18. To approve the amendments to Art. 3 and 4 of the Instructions on the stay of a clergyman outside his own eparchy.
19. To approve the amendments to Art. 20 and 22, § 1 of the Statute of the Synod of Bishops of the UGCC regarding the date and place of the Synod of Bishops of the UGCC.
20. To take note of the participation of our Church in continental assemblies in Oceania, North America, Asia, Europe and Latin America in preparation for the Synod of Bishops of the Catholic Church, called the “Synodal Way”.
21. To take into account the report on the activities of the Department of Social Service of the Patriarchal Curia of the UGCC.
22. To take into account the report on the activities of the ICF “Caritas Ukraine”.
23. In order to ensure proper pastoral support for war victims:
I. To ask the Holy Father to set up an ad hoc commission to coordinate pan-Catholic assistance in establishing adequate spiritual, psychological and medical care for the victims of the war in Ukraine.
II. To instruct the Patriarchal Catechetical Commission, in cooperation with the Council for Evangelization under the Head of the UGCC, to work out evangelization and catechetical programs for the pastoral care of forced emigrants and internally displaced persons in Ukraine.
III. For the sake of better pastoral care of Ukrainians who migrated because of the war, call on consecrated persons of the UGCC to expand their missionary service, carrying it out among forced emigrants from Ukraine and internally displaced persons.
IV. To instruct the head of the Department for External Church Relations to create a Personnel Training Program for the external representation of the UGCC and to ask the diocesan bishops to send candidates to it.
V. On the occasion of the 30th anniversary of Ukraine’s renunciation of nuclear weapons in 1994, to instruct the Ukrainian Catholic University to organize an international historical, political and theological study of this historical event and to hold a conference on the topic: “Ukraine’s Contribution to Peace and Security in the World: Experience — Current State — Prospects.”
VI. To encourage forced immigrants from Ukraine to integrate into the society of the country of their current residence, warning them against assimilation, against forgetting about their own national, spiritual and cultural roots, and to facilitate their return.
VII. To call upon the faithful of the UGCC who are abroad not to cease to bear witness to the truth about Ukraine among the peoples of their present residence and to make efforts for the long-term support of the Ukrainian people and the exchange of cultural and spiritual gifts.
VIII. To ask metropolitans and bishops from outside Ukraine to create inter-eparchial councils with the participation of representatives from dioceses and exarchates for the implementation of the program “Healing the Wounds of War”.
IX. To ask the eparchial bishops to:
1) in order to fulfill the mission of the Church — to carry the Word of God and the Holy Sacraments — to create new centers to provide pastoral care for Ukrainians forced to migrate because of the war;
2) to develop cooperation with the Roman Catholic dioceses and local Catholic structures responsible for the pastoral care of migrants and refugees;
3) in the permanent formation of clergy, pay special attention to the versatile training of clergy to improve pastoral support for forced emigrants and internally displaced persons;
4) in accordance with Resolution 7. There are, paragraphs 3-5 of the Synod of Bishops of the UGCC of 2012 and resolutions 7. E, paragraphs 1-3 of the Synod of Bishops of the UGCC in 2015, to cultivate in the pastors, consecrated persons and laity of the UGCC a consciousness of the missionary nature of the Church, ensuring their proper training for the development of the Church’s evangelizing and missionary activities, in particular for the search and bringing to the Church Ukrainian refugees scattered in different countries of the world;
5) to encourage priests to military, medical and academic chaplaincy, ensuring their proper training, in cooperation with the central structures of the UGCC and the relevant institutions of the local Roman Catholic Church;
6) to nurture a living connection with priests, providing them with the necessary spiritual accompaniment; pay special attention to those clergy who are going through various life crises and difficulties;
7) in accordance with Resolution 11. A-B of the Synod of Bishops of the UGCC in 2018, with the evangelization and catechesis goal of promoting the development of eparchial media resources.
X. In accordance with Resolution 5. of the Second Synod of Bishops of the UGCC in 2022, to instruct the diocesan commissions for pastoral health care or those responsible for this area to pay special attention to those affected by the war.
XI. To instruct the clergy to:
1) in accordance with Resolution 7, paragraph 2 of the Synod of Bishops of the UGCC in 2012, to cultivate pastoral openness to each person; to create an atmosphere of trust and acceptance in pastoral work with refugees, responding to the Holy Father’s call on the synodal path to “expand the space of our tent” (cf. Isaiah 54:2);
2) to pay special attention to the evangelization, catechesis and spiritual care of unchurched Ukrainians, using new pastoral approaches and methods to heal the wounds of war and deepen the spiritual life of members of parish communities, in particular forced emigrants and internally displaced persons;
3) to develop youth pastoral care for better spiritual support of children and youth, using, in particular, social networks and modern methods of evangelization and catechesis;
4) in accordance with Resolution 7. E, paras. 6-7 of the 2012 Synod of Bishops of the UGCC and resolutions 7. I, paragraphs 1-2 of the Synod of Bishops of the UGCC in 2015, through works of mercy, to bring the face of a loving God closer, creating effective charitable communities in parishes.
5) together with internally displaced persons and forced emigrants from Ukraine, to nurture and promote spirituality and Ukrainian culture in their places of new residence;
6) to invite newly arrived forced emigrants and internally displaced persons to participate more and more actively in the life and mission of our church communities (donation of time, talents, treasure), up to the involvement of properly trained and churched people from among them in cooperation in parish councils and other structures;
7) to celebrate the Divine Liturgy on the days of the departed days of the liturgical year and on other appropriate occasions for the fallen defenders of Ukraine and victims of Russian aggression.
XII. Encourage clergy from outside Ukraine to establish Ukrainian schools, pastoral or cultural centers in parishes for newly arrived forced emigrants or, using all available modern means of communication, to promote existing centers in order to support the faith, tradition, culture and language of the Motherland.
XIII. Encourage the faithful of the UGCC to give good Christian witness to Ukrainian forced emigrants and internally displaced persons and to show hospitality to them.
24. To take into account the report on the activities of the “Andrew’s Pence” fund.
25. To take into account the report on the activities of the Mission Fund of the UGCC.
26. To take into account the report on the activities of the Church-wide Priestly Solidarity Fund.
27. To take into account the report on the activities of the Patriarchal Foundation of the UGCC “Mudra Sprava”.
28. To take into account the report on the construction of the Patriarchal Center in Kyiv.
29. To include in the Menologion of the UGCC the saints of the Catholic Churches sui iuris: Blessed Hieromartyr Paul Gojdych (commemorated on July 17); Blessed Hieromartyr Vasyl Hopko (July 23); St. Charbel (July 24); Venerable Mother Teresa of Calcutta (5 September); Pope St. John Paul II, Pope (22 October); St. John Bosco (31 January); Venerable Father Anthony of Padua (June 13); St. Alphonse Liguori (August 1).
30. To include Blessed Edigna (commemorated on February 26) in the Menologion of the UGCC.
31. To celebrate the Solemn Adoration of the Most Pure Mysteries of the Body and Blood of our Lord Jesus Christ (Corpus Christi) and the Feast of the Sweetest Lord God and Savior Jesus Christ, the Lover of Mankind (Sacred Heart of Jesus), as one-day feasts of the Lord, without pre-feasts and post-feasts; to postpone the feast of All Saints of the Ukrainian people to the second Sunday after the Descent of the Holy Spirit.
32. To adopt, with amendments and additions, the Menologion of the UGCC.
33. To take into account the report on the activities of the Pastoral Council of the Patriarchal Curia over the past year and the implementation of the Pastoral Plan of the UGCC for the period up to 2030.
34. To take into account the results of the reports of commissions and departments of the patriarchal level for the past year.
35. Take into account the report on the beatification process of Metropolitan Andrey Sheptytsky.
36. To determine as the main theme of the Synod of Bishops of the UGCC in 2024 “To be evangelists of hope: evangelization in the context of war”, responsible for the preparation of which to be determined by Bishop Josaphat Moshchych.
37. To hold the Synod of Bishops of the UGCC in 2024 in Zarvanytsia.
38. To approve the Communiqué of the Synod of Bishops of the UGCC in 2023.

  1. Взяти до уваги стан виконання рішень Синоду Єпископів УГКЦ 2022 року.
  2. Затвердити текст Літургії святого Василія Великого із внесеними пропозиціями та поблагословити до друку Служебник.
  3. Взяти до уваги звіт генерального керівника управління справедливості про стан судочинства в УГКЦ.
  4. Прийняти в першому читанні із внесеними поправками та доповненнями титул «Єпархії та єпископи» Кодексу канонів УГКЦ.
  5. Прийняти в першому читанні із внесеними поправками та доповненнями титул «Миряни» Кодексу канонів УГКЦ.
  6. Прийняти в першому читанні із внесеними поправками та доповненнями титул «Об’єднання вірних» Кодексу канонів УГКЦ.
  7. Прийняти в першому читанні із внесеними поправками та доповненнями титул «Євангелізація. Місійна діяльність Церкви» Кодексу канонів УГКЦ.
  8. Прийняти в першому читанні із внесеними поправками та доповненнями титул «Екуменічна діяльність та міжрелігійний діалог» Кодексу канонів УГКЦ.

  14. Висловити вдячність митрополитові Євгенові Поповичу та робочій групі з опрацювання Кодексу канонів УГКЦ за сумлінну працю.
  15. Затвердити Статут Патріаршого Собору УГКЦ.
  16. Затвердити Регламент Патріаршого Собору УГКЦ.
  17. Затвердити зміни до арт. 3 і 13 Правильника протопресвітера.
  18. Затвердити зміни до арт. 3 і 4 Інструкції про перебування священнослужителя поза межами власної єпархії.
  19. Затвердити зміни до арт. 20 і 22, § 1 Статуту Синоду Єпископів УГКЦ щодо дати і місця проведення Синоду Єпископів УГКЦ.
  20. Взяти до уваги інформацію про участь нашої Церкви в континентальних асамблеях в Океанії, Північній Америці, Азії, Європі та Латинській Америці на шляху підготування до Синоду Єпископів Католицької Церкви, названого «Синодальний шлях».
  21. Взяти до уваги звіт про діяльність Відділу соціального служіння Патріаршої курії УГКЦ.
  22. Взяти до уваги звіт про діяльність МБФ «Карітас України».
  23. Задля забезпечення належного душпастирського супроводу постраждалих від війни:
  24. Просити Святішого Отця створити комісію ad hoc для координації загальнокатолицької допомоги щодо налагодження належної духовної, психологічної і медичної допомоги жертвам війни в Україні.
  25. Доручити Патріаршій катехитичній комісії у співпраці з Радою у справах євангелізації при Главі УГКЦ опрацювати євангелізаційні та катехитичні програми для душпастирства вимушених емігрантів та внутрішньо переміщених осіб в Україні.

III. Задля кращого душпастирства українців, які мігрували через війну, закликати богопосвячених осіб УГКЦ розширювати своє місійне служіння, здійснюючи його серед вимушених емігрантів з України та внутрішньо переміщених осіб.

  1. Доручити голові Відділу зовнішніх церковних відносин створити Програму вишколу кадрів для зовнішнього представництва УГКЦ і просити єпархіальних єпископів скеровувати на неї кандидатів.
  2. З нагоди 30-ліття відмови України в 1994 році від ядерної зброї доручити Українському католицькому університетові організувати міжнародне історико-політологічне і богословське дослідження цієї історичної події та провести конференцію на тему: «Внесок України в мир і безпеку у світі: досвід — сучасний стан — перспективи».
  3. Заохочувати вимушених емігрантів з України до інтеграції в суспільство країни теперішнього проживання, застерігаючи їх від асиміляції, від забування про власне національне та духовно-культурне коріння, та сприяти їхньому поверненню.

VII. Закликати вірних УГКЦ, які перебувають за кордоном, не припиняти свідчити правду про Україну серед народів їх теперішнього проживання та докладати зусиль задля тривалої підтримки українського народу й обміну культурними і духовними дарами.

VIII. Просити митрополитів та єпископів з-поза меж України створювати між’єпархіальні ради за участю представників від єпархій та екзархатів для втілення в життя програми «Зцілення ран війни».

  1. Просити єпархіальних єпископів:

1) задля звершення місії Церкви — нести Слово Боже і Святі Таїнства — творити нові осередки для забезпечення душпастирської опіки українців, змушених мігрувати через війну;

2) розвивати співпрацю з римо-католицькими дієцезіями та місцевими католицькими структурами, відповідальними за душпастирство мігрантів і біженців;

3) у постійній формації священнослужителів звернути особливу увагу на різнобічну підготовку священнослужителів для покращення душпастирського супроводу вимушених емігрантів і внутрішньо переміщених осіб;

4) відповідно до постанови 7. Є, п. 3–5 Синоду Єпископів УГКЦ 2012 року та постанови 7. Ґ, п. 1–3 Синоду Єпископів УГКЦ 2015 року, плекати в душпастирів, богопосвячених осіб і мирян УГКЦ свідомість місійного характеру Церкви, забезпечуючи їх належний вишкіл задля розвитку євангелізаційної і місійної діяльності Церкви, зокрема для пошуку і приведення до Церкви українських біженців, розсіяних по різних країнах світу;

5) заохочувати священників до військового, медичного та академічного капеланства, забезпечуючи їх належний вишкіл, у співпраці з центральними структурами УГКЦ та відповідними інституціями місцевої Римо-Католицької Церкви;

6) плекати живий зв’язок зі священниками, забезпечуючи їм необхідний духовний супровід; звертати особливу увагу на тих священнослужителів, які переживають різні життєві кризи і труднощі;

7) відповідно до постанови 11. А-Б Синоду Єпископів УГКЦ 2018 року, з євангелізаційною та катехизаційною метою сприяти розвитку єпархіальних медіаресурсів.

  1. Відповідно до постанови 5. ІІ Синоду Єпископів УГКЦ 2022 року, доручити єпархіальним комісіям у справах душпастирства охорони здоров’я або відповідальним за цю ділянку особам звернути особливу увагу на тих, хто постраждав від війни.
  2. Доручити священнослужителям:

1) відповідно до постанови 7. Є, п.2 Синоду Єпископів УГКЦ 2012 року, плекати душпастирську відкритість до кожної особи; творити атмосферу довіри та прийняття в душпастирській праці з біженцями, відповідаючи на заклик Святішого Отця, який стосується синодального шляху, — «поширити простір нашого намету» (пор. Іс. 54, 2);

2) звернути особливу увагу на євангелізацію, катехизацію та духовну опіку невоцерковлених українців, використовуючи нові душпастирські підходи та методи задля зцілення ран війни і поглиблення духовного життя членів парафіяльних спільнот, зокрема вимушених емігрантів та внутрішньо переміщених осіб;

3) розвивати молодіжне душпастирство задля кращого духовного супроводу дітей і молоді, застосовуючи, зокрема, соціальні мережі та сучасні методи євангелізації та катехизації;

4) відповідно до постанови 7. Е, п. 6–7 Синоду Єпископів УГКЦ 2012 року та постанови 7. И, п. 1–2 Синоду Єпископів УГКЦ 2015 року через діла милосердя наближати обличчя люблячого Бога, творячи при парафіях дієві харитативні спільноти.

5) спільно із внутрішньо переміщеними особами та вимушеними емігрантами з України плекати і популяризувати духовність та українську культуру в місцях їх нового проживання;

6) запрошувати новоприбулих вимушених емігрантів та внутрішньо переміщених осіб до щоразу активнішої участі в житті та місії наших церковних спільнот (дарування часу, талантів, скарбу) аж до залучення належно підготовлених та воцерковлених з-посеред них до співпраці в парафіяльних радах та інших структурах;

7) служити Божественні Літургії в заупокійні дні літургійного року та з інших відповідних нагод за полеглих захисників України та жертв російської агресії.

XII. Заохочувати священнослужителів з-поза меж України створювати українські школи, душпастирські чи культурні центри при парафіях для новоприбулих вимушених емігрантів або, використовуючи всі доступні сучасні засоби комунікації, популяризувати наявні осередки, щоб підтримати віру, традицію, культуру та мову Батьківщини.

XIII. Заохочувати вірних УГКЦ давати добре християнське свідчення українським вимушених емігрантам і внутрішньо переміщеним особам та виявляти до них гостинність.

  1. Взяти до уваги звіт про діяльність фонду «Андріїв гріш».
  2. Взяти до уваги звіт про діяльність Місійного фонду УГКЦ.
  3. Взяти до уваги звіт про діяльність Загальноцерковного фонду священничої солідарності.
  4. Взяти до уваги звіт про діяльність Патріаршої фундації УГКЦ «Мудра справа».
  5. Взяти до уваги звіт про будівництво Патріаршого центру в м. Києві.
  6. Внести до Місяцеслова УГКЦ святих Католицьких Церков свого права: блаженного священномученика Павла Гойдича (день пам’яті 17 липня); блаженного священномученика Василя Гопка (23 липня); преподобного Шарбеля (24 липня); преподобної матері Терези з Калькутти (5 вересня); святого отця Івана Павла ІІ, папи (22 жовтня); преподобного отця Івана Боско (31 січня); преподобного отця Антонія Падуанського (13 червня); преподобного отця Альфонса Ліґуорі (1 серпня).
  7. Внести блаженну Едігну (день пам’яті 26 лютого) до Місяцеслова УГКЦ.
  8. Святкувати Торжественне поклоніння Пречистим Тайнам Тіла і Крові Господа нашого Ісуса Христа та Свято найсолодшого Господа Бога і Спаса Ісуса Христа — Людинолюбця як одноденні Господські свята, без передсвяття і посвяття; перенести свято Всіх святих українського народу на другу неділю після Зіслання Святого Духа.
  9. Прийняти із внесеними поправками та доповненнями Місяцеслов УГКЦ.
  10. Взяти до уваги звіт про діяльність Душпастирської ради Патріаршої курії за минулий рік та реалізацію Душпастирського плану УГКЦ на період до 2030 року.
  11. Взяти до уваги підсумки звітів комісій та відділів патріаршого рівня за минулий рік.
  12. Взяти до уваги звіт про беатифікаційний процес митрополита Андрея Шептицького.
  13. Визначити як головну тему Синоду Єпископів УГКЦ 2024 року — «Бути благовісниками надії: євангелізація в контексті війни», відповідальним за підготування якої визначити владику Йосафата Мощича.
  14. Провести Синод Єпископів УГКЦ 2024 року в Зарваниці.
  15. Затвердити Комунікат Синоду Єпископів УГКЦ 2023 року.
